The current astrological chart is a talisman for the release of prisoners from Picatrix, an encyclopedic work of Arabic astrological magic. We are fortunate to have on the Renaissance Astrology website 21 other talismans from this chapter of Picatrix.
Picatrix states,

"An image to aid the escape of those detained in prison. Fashion an image in the form of the one who is imprisoned that you wish to release in the hour of the Moon, with the Moon waxing in light, fast in motion and safe from the infortunes. Bury the image near the prison when the Ascendant is placed as the Tenth house of the city where the prisoners are detained."

This talisman is interesting because William Ramesey in his Astrology Restored, available in the Renaissance Astrology CD Library volume 1, states that the tenth house signifies the person with the power to set the prisoner free.
He also emphasizes the importance of the speed of the Moon, adding that the lord of the 12th house, associated with imprisonment, should not be slow or joined to a slow planet. Astrology Restored, page 201.
The elected time and date is 11:30 pm, EST on May 20, 2005 for Cleveland Park, a neighborhood of Washington, D.C. 38 N 56 77 W 03.
At this time the Moon is fast, waxing and free from the malefics. It is the planetary hour of the Moon.
We have one more step which is to determine the Ascendant of the city where the prisoner is being held.

I will use Washington, D.C. as my example. The exact date and time of the founding of a city (or country) is subject to endless and probably needless debate.
I will use the date and time set forth by David Ovason in his Secret Architecture of Our Nation's Capitol.
Ovason describes George Washington's proclamation of the establishment of the District of Columbia and notes that a Masonic ceremony was held on April 15, 1791 at 3:30 pm, at the placement of the southern boundary marker of the District.
Ovason takes this as the he takes as the appropriate esoteric "birth" of Washington. Secret Architecture of Our Nation's Capitol, page 47-8.
This chart of the birth of Washington provides an Ascendant of 19 Virgo and a tenth house cusp of 17 Gemini. Therefore, we would bury the prisoner release talisman when 17 Gemini rises.
