This week's chart is an example of Electional Astrology, which allows us to pick the most auspicious days and times to take action or begin an activity. It is also an example of Legal Astrology as the election is for filing a pleading, known as a Rule 35(b) motion, asking for reduction of sentence in a criminal case.
The tenth house is the house of judges and magistrates says William Lilly in his Christian Astrology, page 55. As does Al-Biruni when he discusses the houses. Lilly also says that Jupiter is the natural significator of judges. Christian Astrology, page 63.
English Judge
The English astrologer William Ramesey sets forth rules using the tenth house for obtaining the favor of kings and great men,

"...whatever sign you place in the Ascendant, let Jupiter be therein in a good aspect of the lord of the Tenth with reception, or place the Lord of the tenth in the Ascendant, or in sextile or trine thereunto, or to the Lord thereof, or of the Moon, and if possible let the Moon be in the tenth, free from all impediment, and let the Lord of the Ascendant also be strong and no wise afflicted by the Malevolents; and let not Saturn nor Mars be in any of the angles, especially the Ascendant, unless he be a significator and you have ordered him according to discretion."

Ramesey goes on to say, however,

"And if you cannot perform all these, let the Lord of the Thing desired be in the tenth, or the Lord of the tenth in the House signifying the thing, or in good aspect thereunto, or to the Lord thereof; and if possible let the aspect be with reception, &c."

The chart provides the optimal time for filing the motion, which is 11:00 am, March 26, 2002 EST (+5) for Washington, D.C. 38 N 55, 77 W 03. The time range is from 10:39 to 11:15 am when Jupiter is safely within five degrees of the Ascendant.
At this time Jupiter is ascending in his exaltation, Cancer. As Pisces is on the cusp of the tenth house, Jupiter is the ruler of the tenth.
The Moon, while technically peregrine, does have some dignity as the night ruler of Earth signs even though this is a day chart according to Lee Lehman. The Moon is applying to a sextile with reception of Jupiter.
This chart is also an example of simply having to work with what is available during a restricted time frame. By law a Rule 35(b) motion must be filed within a specified period and thus must be filed by March 27, 2002. Gathering the necessary supporting documentation, research and writing cannot be finished until the week of March 25, 2002.
While the chart has the positive factors mentioned above we also note that Jupiter is applying to a square without reception of the Sun who is exalted and dignified by triplicity in the 10th house. Mercury, debilitated by fall and detriment, is also in the tenth.
Clearly the chart is not perfect. But can we say to the client, "I'm sorry, I can't file the pleading and you lose your only chance to have your sentence reduced." Obviously not! As Ramesey notes, if we can't get all the factors we'd like, we do our best to get as many as possible.
