Election for Cutting Hair to Increase Growth

In Shakespeare's Julius Caesar a character says, "When beggars die there are no comets seen; The heavens themselves blaze forth the death of princes." Act II. Scene II. In fact, astrology shows the influence of celestial harmony and unity over all things, no matter how seemingly insignificant.
This week's chart is an example of Electional Astrology, which allows us to pick the most auspicious days and times to take action or begin an activity. I was asked recently to elect a time for cutting hair to increase growth. Interestingly enough, despite the fact that this is not exactly an earth shaking event, the English astrologer William Ramesey provides a chapter, "Containing the Rules of Election in the cutting of Hair". Ramesey says,

"Always place the Moon in common signs, well dignifyed, but especially in earthy signs; this is the opinion of some; and others do contradict this, and say Virgo is not to be chosen; I conceive the reason was because it is a barren sign; therefore in the cutting of hair, that you would not have to grow suddenly, place the Moon in either Virgo, Gemini or Leo, decreasing in light and motion, and afflicted by Saturn."

"But, if you desire your hair to grow speedily, let the ascendant be one of the fruitful signs, as also the Moon, viz., in Cancer, Scorpio or Pisces, but let the Moon be increasing in light and motion, and let her be in sextile or trine of the Lord of the ascendant of the parties' Nativity, but have special regard the Moon be free from the malevolent impedition of Saturn or Mars, for they will cause much scurff and dandriff at the roots of the hair. But if you desire it should be thick, let the Moon be in Opposition of the Sun, and the ascendant and the Moon free from the aspects of the malevolents."

We therefore begin with the Moon in this election. This is appropriate because the Moon is closely connected with the birth and death of all material things. Ramesey says that some place the Moon in a common (in modern astrology known as mutable) sign, presumably because the common signs are associated with events that are of medium duration, while moveable (in modern astrology known as cardinal) signs are associated with events that happen quickly and fixed signs are associated with events that have a long duration. Ramesey says that those following this opinion prefer an earthy sign, presumably because these signs are connected with growth. Astrologia Restaurata Bk. III, Section II, Chapter 2, page 123.
The problem, however, is that the common earthy sign is Virgo and is a barren sign. It appears that Virgo is considered to be a barren and infertile sign because she is represented by a virgin.
This is an interesting illustration of the fact that the various astrological factors and systems that are used in traditional astrology do not always fit perfectly together. My sense is that this is because reality is too complex to be reduced to a single system or set of factors.
What Ramesey suggests for speedy hair growth is placing the ascendant, which signifies the elector (person using the election) and the Moon in a fruitful sign. He also says that the Moon should be increasing in light or waxing, i.e., from New Moon to Full Moon, rather than waning, from Full Moon to New Moon. He also suggests that the Moon be increasing rather than decreasing in speed.
In our electional chart Pisces rises and the Moon is in Pisces. Pisces is a fruitful sign. The Moon is increasing in light, if a bit slow. She is not afflicted by either of the malefics, Mars or Saturn.
Our time range is from 9:07 to 9:48 am on Thursday, January 17, 2002. It would be nice to have the hair cut in this time range, but one would at least like to get started during this time.
